New York Fed Names Three Senior Vice Presidents and Six Vice Presidents

NEW YORK - The Federal Reserve Bank of New York announced that its board of directors has approved the promotion of three senior vice president and six vice presidents.

Leonardo Bartolini has been promoted to senior vice president of the international research function in the research and market analysis group.

Mr. Bartolini joined the bank in October 1995 as an economist assigned to foreign research. A year later, he was promoted to senior economist in the international research department and in December 1997, he was appointed research officer assigned to the same area. Mr. Bartolini resigned from the bank in August 1998 to accept a position in the research department of the International Monetary Fund. He rejoined the bank in March 2001 as vice president in the international research function.

Mr. Bartolini holds a B.S. degree from University of Florence, Italy, an M.A. degree from the Rutgers University and a Ph.D. from Princeton University, all in economics.

Michael J. Recupero has been promoted to senior vice president of automation services in the markets group. He had been vice president in the same area since January 2000.

Mr. Recupero joined the bank in November 1980 as a programmer and was promoted to positions of increasing responsibility in subsequent years. In July 1991, he was appointed an officer of the bank assigned to the operations systems department. In January 1995, he was promoted to assistant vice president assigned to the open systems support department with increased responsibility for the special projects staff. He was promoted to vice president in December 1997.

In 1998, Mr. Recupero was assigned responsibility for the application and database technical support department and the communications and infrastructure support department. In June 1999, he was given responsibility for the newly established information technology project office.
Mr. Recupero holds a B.B.A. degree in computer science from Bernard Baruch College.

Joseph Tracy has been promoted to senior vice president of research support function in the research and market analysis group. He also has served as the senior administrative officer for the group since June 2002.

Mr. Tracy joined the bank as a research officer in August 1996 and was assigned to the domestic research department. He was promoted to assistant vice president in December 1997 and in July 1999, he was promoted to vice president with responsibility for domestic research function and assumed additional responsibility for the research support function in March 2000.

Prior to joining the bank, he was an associate professor of economics at Yale University from July 1986 to June 1992 and at Columbia University from July 1992 to June 1996.

Mr. Tracy holds a B.A. degree in political economy from the University of Missouri and a Ph.D. in economics from the University of Chicago.

Lola S. Judge has been promoted to vice president in the check function of the financial services group. She will also serve as the East Rutherford regional check manager.

Ms. Judge joined the bank as a management information analyst in the management information department in June 1994 In September 1996 she became staff director of check services, where she was promoted to positions of increasing. In December 1999, she was appointed an officer of the bank assigned to the check high speed image project and in July 2001, was promoted to assistant vice president of check services.

Ms. Judge holds a B.S. degree in mechanical engineering from Tufts University and an M.B.A. in finance from Manhattan College.

Ira Kahner has been promoted to vice president of business systems development in the automation and systems services.

Mr. Kahner joined the bank in June 1972 as a programmer in the research information sciences division and held positions of increasing responsibility in subsequent years. In July 1984, he was appointed an officer of the bank assigned to the data systems department. He resigned from the bank in April 1986 to accept a position at Chemical Bank, and then rejoined the bank in June 1991 as a senior technical specialist assigned to the administrative systems division.

He was appointed officer of the bank in June 1996 assigned to the bank supervision and administrative systems department. In June 1999, Mr. Kahner was promoted to assistant vice president with responsibility for the accounting, credit and risk management, research and statistics systems. He assumed additional responsibilities for the cash and check systems in March 2000 and business systems development function in November 2001.

Mr. Kahner holds a B.A. degree in mathematics from Queens College and an M.S. degree in operations research from Columbia University.

Kennth P. Lamar has been promoted to vice president of the statistics function in the research and market analysis group.

Mr. Lamar joined the bank in February 1980 as a junior general clerk in the placement and counseling division, personnel department and in April 1980, was assigned to the domestic reports division, statistics department. In March 1993, Mr. Lamar was appointed an officer of the bank assigned to the domestic and regulatory reports department. He was promoted to assistant vice president and assigned to the statistics function in December 1995.

Shari D. Leventhal has been promoted to counsel and vice president in the legal group.

Ms. Leventhal joined the bank in March 1998 as an attorney assigned to the legal department. In October 2000, she was appointed an officer of the bank and counsel and promoted to assistant vice president and counsel in December 2001. Prior to joining the bank, she was an assistant United States Attorney for the U.S. Attorney’s Office, Eastern District of New York from February 1992 to March 1998.

Ms. Leventhal holds a B.A. in political science from Vassar College and a J.D. from Georgetown University Law Center. She is a member of the Bars of the District of Columbia and New York State.

Theodore F. Lubke has been promoted to vice president with responsibility for the Fedwire® Funds, Securities and National Settlement services in the financial services group.

Mr. Lubke joined the bank in August 1995 as a financial analyst assigned to the payments studies function in the research and market analysis group. In June 1999, he was appointed an officer of the bank in the same area. In April 2001, he was assigned to the electronic payment function in the financial services group and in June 2001, he was promoted to assistant vice president.

Prior to joining the bank, Mr. Lubke worked at Lehman Brothers and on the staff of the National Economic Council at the White House.

Mr. Lubke holds a B.A. degree in history and literature from Harvard University and a MPP in housing and urban development from John J. Kennedy, School of Government, Harvard University.

Patricia C. Mosser has been promoted to vice president of capital markets function in the research and market analysis group.

Ms. Mosser joined the bank in January 1991 as an economist in the domestic research department. In December 1993, she was appointed an officer of the bank, assigned to the financial analysis department. In December 1995, she was promoted to assistant vice president and assigned to the domestic research department. In December 1997, she was assigned to the capital markets function.

Prior to joining the bank, Ms. Mosser was an assistant professor of economics at Columbia University from 1986 to 1991.

Ms. Mosser holds a B.A. degree in math and economics from Wellesley College, a M.Sc. degree in economics from the London School of Economics and Political Science, and a Ph.D. from the Massachusetts Institute of Technology.
