Dianne K. Dobbeck has been promoted to senior vice president in the relationship management function of the Bank Supervision Group. She had been a vice president in the same area since October 2008.
She joined the Bank in September 1997 as a financial analyst in the policy department and was named an officer in January 2003, assigned to the financial sector policy and analysis function of the Bank Supervision Group. Ms. Dobbeck was promoted to assistant vice president in June 2004 and promoted to vice president in June 2006, assigned to the relationship management and applications function. She served as head of the credit risk department within Bank Supervision from June 2007 until October 2008.
Ms. Dobbeck holds a B.A. degree from Kalamazoo College and a master's degree from the Woodrow Wilson School of Public and International Affairs at Princeton University.
Kenneth Garbade has been promoted to senior vice president in the money and payments studies function of the Research and Statistics Group. He had been a vice president in the same area since November 2007.
Mr. Garbade worked at the New York Fed from 1978 to 1980 as a visiting economist and consultant and became a permanent member of the staff as a special assistant in domestic research. In February 1979, Mr. Garbade was named an officer of the New York Fed.
Mr. Garbade left the Bank to accept a position at New York University as a professor of economics and finance from 1980 to 1982. Subsequent to that, he worked for Bankers Trust Company, first as a vice president and later as a managing director from 1982 through 1997.
Mr. Garbade rejoined the Bank in August 2000 as a vice president in the capital markets function of the Research and Statistics Group.
Mr. Garbade holds a B.S. degree from the California Institute of Technology and a Ph.D. from Princeton University.
Susan E. McLaughlin has been promoted to senior vice president in the markets operations, monitoring and analysis function of the Markets Group. She had been a vice president in the same area since March 2008 and vice president with oversight responsibility for the financial management and discount window function since January 2007.
Ms. McLaughlin joined the Bank in July 1993 as a financial analyst in the banking studies department of the Research and Statistic Group and was named an officer in June 2000. Ms. McLaughlin was promoted to assistant vice president in January 2005, assigned to the financial management and discount window function, portfolio design and management staff.
Prior to her role as a vice president in the Markets Group, Ms. McLaughlin became a special assistant to the Office of the First Vice President in February 2006, and then the deputy chief of staff in July 2006.
Ms. McLaughlin holds a B.A. degree from Oberlin College and an M.B.A. and a master's degree from the University of Michigan. She is also a Chartered Financial Analyst.
Christopher R. Burke has been promoted to vice president in the markets operations, monitoring and analysis function of the Markets Group. He had been an assistant vice president to the domestic reserves management function since January 2007.
He joined the Bank in July 1989 and was assigned to the general computer operations department. Mr. Burke was named an officer in June 2000 and was assigned to the redesign project staff in the Markets Group. In March 2003, he was assigned to the domestic money markets staff.
Mr. Burke holds a B.A. degree from Colgate University and an M.B.A. degree from Columbia University. He is also a graduate of the ABA Stonier Graduate School of Banking.
Anthony G. Fressola has been promoted to vice president in the Wholesale Product Office of Executive Office. He had been an assistant vice president in the area since January 2006.
He joined the Bank in July 1981 and was assigned to the data processing function. In June 2000, he was named an officer and assigned to the Wholesale Product Office.
Mr. Fressola holds a B.A. degree from C.W. Post College and an M.A. degree and Ph.D. from Columbia University.
Thomas Klitgaard has been promoted to vice president in the international research function of the Research and Statistics Group. He had been an assistant vice president in the same area since July 2006.
He joined the Bank in October 1984 as an economist in the international research department and was named an officer in June 2000.
Mr. Klitgaard holds a B.A. degree from the University of California and a Ph.D. from Stanford University.
Paul R. Kowalenko has been promoted to vice president in the business technology function of the Markets Group. He had been an assistant vice president since January 2005.
He joined the Bank in August 1998 as an information/technical support specialist in the network operations staff of the Markets Group and was named an officer in December 2001.
Mr. Kowalenko attended Polytechnic Institute of New York.
Lorie K. Logan has been promoted to vice president in the markets operations, monitoring and analysis function of the Markets Group.
She joined the Bank in June 1999 as a financial analyst in the bank analysis department and was appointed an officer in January 2006. Ms. Logan was promoted to assistant vice president in July 2007 and in January 2008 she was named director of treasury markets, which includes responsibility for the Treasury auction, the Treasury market policy staff and the New York Fed’s sponsorship of the Treasury Market Practice Group.
Ms. Logan holds a B.A. degree from Davidson College and a master's degree from Columbia University.
Roy D. Thetford, Jr. has been promoted to vice president in the information security function of the Automation and Systems Services Group. He had been an assistant vice president in the same area since January 2008.
He joined the Bank as an officer in June 2006. Prior to joining the Bank, he worked for Progressive Insurance as director of information security.
Mr. Thetford holds a B.S. degree from Kent State University.
