New York Fed Names Five Senior Vice Presidents and 14 Vice Presidents

NEW YORK–The Federal Reserve Bank of New York announced that its board of directors has approved the promotion of five senior vice presidents and 14 vice presidents.

Michael Kane has been promoted to senior vice president in the application development function of the Technology Services Group where he joined as a vice president in December 2009.

Prior to joining the Bank, Mr. Kane was head of Client Reporting Technology in Morgan Stanley’s Global Wealth Management group.  From 1992 through 2004, he was a director in Merrill Lynch’s Capital Markets Technology focused on trading, prime brokerage and operations.

Mr. Kane holds a bachelor’s degree in computer science from Queens College.

Lorie K. Logan has been promoted to senior vice president in the Markets Group, where she is the co-head of market operations monitoring and analysis.  She had been a vice president since January 2009.
           
She joined the Bank in June 1999 as a financial analyst in the bank analysis department and was appointed an officer in January 2006.  Ms. Logan was promoted to assistant vice president in July 2007 and in January 2008 she was named director of treasury markets, which includes responsibility for the Treasury auction, the Treasury market policy staff and the New York Fed’s sponsorship of the Treasury Market Practice Group. From June 2009 to March 2012 she served as the chief of staff for the Markets Group.

Ms. Logan holds a bachelor’s degree in international politics from Davidson College and a master’s degree of public administration from Columbia University.

James M. Mahoney has been promoted to senior vice president in the risk and policy function of the Financial Institution Supervision Group.  He had been a vice president in the Credit and Payments Risk Group since January 2011 and had previously served in the AIG Relationship Monitoring function of the Special Investments Management Group since January 2009.

He joined the Bank in September 1993 as an economist in the international financial markets department and was named an officer in July 2005 and assigned to the models and methodologies department.

Mr. Mahoney holds a bachelor’s degree in mathematics from the University of Pennsylvania and a master’s degree and a doctorate degree from the Wharton School, University of Pennsylvania.

Dr. Gerald L. Stagg has been promoted to senior vice president in the compensation, benefits and health and wellness divisions of the Human Resources Group.  He had been a vice president with responsibility for health and wellness since February 1998 and has been responsible for the compensation and benefits divisions since October 2008.

Dr. Stagg joined the Bank in November 1991 as a staff physician and was named an officer and medical director in March 1994.

He holds a bachelor’s degree in biological science from the University of New Orleans, a Doctor of Medicine from Louisiana State University Medical School in New Orleans and post-doctoral residency training at Georgetown University School of Medicine in Washington, D.C. and Interfaith Medical Center in Brooklyn, New York.  Dr. Stagg also holds a master’s degree in public administration from New York University, Wagner School of Public Service.

Wilbert Van Der Klaauw has been promoted to senior vice president in the microeconomic studies function of the Research and Statistics Group.  He had been a vice president in the same function since January 2010.

Mr. Van Der Klaauw joined the Bank in August 2005 as a visiting scholar from the University of North Carolina where he was professor of economics.  He was named an officer in July 2006 and promoted to assistant vice president in July 2007.

Mr. Van Der Klaauw earned his undergraduate degree in econometrics from Erasmus University Rotterdam, The Netherlands.  He also holds a master’s degree in economics from Hull University, United Kingdom, and a master’s degree and a doctorate degree in economics from Brown University.

Charles C. Gray has been promoted to vice president in the supervisory policy function of the Financial Institution Supervision Group.  He had been an assistant vice president since July 2011.

Mr. Gray joined the Bank in June 2006 as an attorney and was named an officer in January 2009.  Prior to joining the New York Fed, he was an associate at Sullivan & Cromwell LLP.

Mr. Gray holds a bachelor’s degree in economics from Harvard University and a juris doctor from Harvard Law School.

Candace Jones has been promoted to vice president in the Legal Group. 

Ms. Jones joined the Bank in August 2011 as counsel and assistant vice president.  Prior to joining the New York Fed, she was a partner in the Cleveland, Ohio firm Hahn, Loeser & Parks LLP and then served as chief legal counsel of the Ohio Department of Development.

Ms. Jones holds a bachelor’s degree in interdisciplinary studies and political science from American University and a juris doctor from Case Western University School of Law.

Karin J. Kimbrough has been promoted to vice president in the market operations monitoring and analysis function of the Markets Group.  She had been an assistant vice president in the same area since July 2010.

Ms. Kimbrough joined the Bank as a financial economic analyst on the cross market monitoring policy staff in June 2005 and was named an officer in July 2008.  Prior to joining the New York Fed, she was employed at the World Bank from 1996 through 1997 and at Morgan Stanley from 2000 through 2005.

Ms. Kimbrough holds a bachelor’s degree in economics and English literature from Stanford University, a master’s degree in public policy from the Kennedy School at Harvard University and a doctorate degree in economics from the University Oxford.

Antoine Martin has been promoted to vice president in the money & payment studies function of the Research and Statistics Group.  He had been an assistant vice president in the same area since July 2010.

Mr. Martin transferred to the Bank in April 2005 as an economist from the Federal Reserve Bank of Kansas City where he worked for four years as an economist in the research department.  He was named an officer in January 2008.

Mr. Martin holds a bachelor’s degree and master’s degree, both in economics, from the University of Lausanne, Switzerland and a doctorate degree in economics from the University of Minnesota.

Wing Y. Oon has been promoted to vice president in the risk & policy function of the Financial Institution Supervision Group.  She had been an assistant vice president in the same area since January 2011.

Ms. Oon joined the Bank as a senior bank examiner in March 2007 and was named an officer in January 2009.

Ms. Oon holds a bachelor’s degree in biochemistry and a master’s degree in operations research, both from the State University of New York at Stony Brook.

James A Orr has been promoted to vice president in the regional analysis function of the Research and Statistics Group.  He had been an assistant vice president in the same area since January 2007.

Mr. Orr joined the Bank in August 1988 as an economist in the international research department and was named an officer in June 1998.  He was assigned to the regional studies department in October 2000.  Prior to joining the New York Fed, Mr. Orr worked as an economist at the U.S. Department of Labor and was an assistant professor of economics at Manhattan College.

Mr. Orr holds a bachelor’s degree in business administration from Drexel University and a doctorate degree in economics from the University of Pennsylvania.

Eric L. Parsons has been promoted to vice president in the credit risk management function of the Risk Group.  He had been an assistant vice president since January 2011.

Mr. Parsons joined the Bank in August 2009 as a financial economist specialist and was named an officer in January 2010.  Prior to joining the New York Fed, he was a managing director for MBIA Insurance Corporation in the risk management division.

Mr. Parsons holds a bachelor’s degree in management from Pace University and a master’s degree in corporate finance from Fordham University.

Brett S. Phillips has been promoted to vice president in the Legal Group.  He had been an assistant vice president since July 2010.

Mr. Phillips joined the Bank as an attorney in February 2006 was named an officer in January 2008.  Prior to joining the New York Fed, he was employed as an associate at the law firm of Shearman & Sterling, LLP.

Mr. Phillips holds a bachelor’s degree in philosophy, politics and economics from the University of Pennsylvania and a juris doctor from the New York University School of Law.

Rae D. Rosen has been promoted to vice president in the regional & community outreach function of the Communications Group.  She had been an assistant vice president in the same area since June 2003.

Ms. Rosen joined the Bank in November 1992 as a senior economist in the Research and Statistics Group.  In January 1997, she was assigned to the Communications Group and named an officer in June 1999.  Prior to joining the New York Fed, Ms. Rosen was a vice president and senior economist at the Federal Home Loan Bank of New York and a senior economist at Merrill Lynch Economics, Inc.

Ms. Rosen holds a bachelor’s degree in economics from Barnard College and a master’s degree in business administration from New York University Graduate School of Business.

Janine M. Tramontana has been promoted to vice president in the Legal Group.  She had been an assistant vice president since January 2011.

Ms. Tramontana joined the Bank in April 2009 as a senior attorney and was named an officer in January 2010.  Prior to joining the New York Fed, she was an executive director at UBS AG.

Ms. Tramontana holds a bachelor’s degree in the history of art and architecture from Wesleyan University and a juris doctor from Seton Hall University.

Matthew Wagner has been promoted to vice president in the HR analytics and information systems, client services, and contingent workforce divisions of the Human Resources Group.  He had been an assistant vice president in the same area since April 2011.

Mr. Wagner joined the Bank in 2011 after working at the Federal Reserve Bank of Kansas City since 1998. While at the Kansas City Fed, Mr. Wagner worked as a consulting analyst in the Human Resources Group, then in 2001 he moved to Accounting and worked as the manager responsible for National Billing.  In 2006, Mr. Wagner was assigned to manage the Human Resources Technology Center until he left the Kansas City Fed in 2011.

Mr. Wagner holds a bachelor’s degree in airway science from Kansas State University and a master’s degree in business administration from Baker University.

Tamra J. Wheeler has been promoted to vice president in the financial management function of the Corporate Group.  She had been an assistant vice president in the Special Investments Management Group since January 2010 and AIG Relationship Monitoring function since June 2009.

Ms. Wheeler transferred from the Federal Reserve Bank of Minneapolis in June 2009 where she was an assistant vice president in the financial accounting and procurement department.

Ms. Wheeler holds a bachelor’s degree in business administration from the University of St. Thomas and a master’s degree in business administration from the University of Minnesota.  She is also a certified public accountant.

Dona Wong has been promoted to vice president in the digital and multimedia communications function of the Communications Group where she joined as an assistant vice president in July 2011.

Prior to joining the Bank, Ms. Wong served as graphics director at The Wall Street Journal, business graphics editor at The New York Times and most recently as strategy director at Siegel & Gale.

Ms. Wong holds a bachelor’s degree in graphic design from University of Louisville and a master’s degree in information design from Yale University.

Patricia A. Zobel has been promoted to vice president in the market operations monitoring and analysis function of the Markets Group.  She had been an assistant vice president in the same area since June 2011.

Ms. Zobel joined the Bank as a financial analyst in March 1997 and was named an officer in January 2004.  Ms. Zobel was employed at The Andrew W. Mellon Foundation in the investment officer from 2007 to 2011, and rejoined the New York Fed’s Markets Group in 2011.

Ms. Zobel holds a bachelor’s degree in management science from the University of California at Berkeley and a master’s degree in finance from Columbia University.
