New York Fed Names 11 Senior Vice Presidents and 15 Vice Presidents

NEW YORKThe Federal Reserve Bank of New York announced that its board of directors has approved the promotion of eleven senior vice presidents and fifteen vice presidents.
           
Tobias Adrian has been promoted to senior vice president in the capital markets function of the Research and Statistics Group.  He had been vice president since June 2010.

Dr. Adrian joined the Bank in August 2003 as an economist and was named an officer in June 2008.

Dr. Adrian holds bachelor’s degrees from the University of Frankfurt and the University of Paris, a master’s degree from the London School of Economics, and a Ph.D from Massachusetts Institute of Technology.

Michael J. Burk has been promoted to senior vice president in the Markets Group where he is the director of Treasury business systems and the data management office.  He had been a vice president since January 2008.

He joined the Bank in January 1989 as a systems analyst in the Technology Services Group and was named an officer in June 1999.  He was assigned to the Markets Group in August 2002 and was promoted to assistant vice president in January 2004.

Mr. Burk holds a bachelor’s degree from Rider University and a master’s degree in business administration majoring in finance from Fordham University.

Joshua L. Frost has been promoted to senior vice president in the market operations monitoring and analysis function of the Markets Group.  He had been a vice president since January 2012 and assistant vice president since July 2009.

Mr. Frost joined the Bank in August 1998 as an analyst in the central bank and international account services function and was named an officer in July 2008 in the Treasury market policy department.

Mr. Frost holds a bachelor’s degree in mathematics and psychology from Rutgers University and a master’s degree in business administration majoring in finance from New York University.
           
Yoon Hi Greene has been promoted to senior vice president in the Legal Group.  She had been a vice president since January 2007 and assistant vice president since January 2005, both in the same area.

Ms. Greene joined the Bank in February 1999 as an attorney and was named an officer in June 2001.  Prior to joining the Bank, she worked at Kaye, Scholer, Fierman, Hays and Handler, LLP as an associate and an assistant district attorney at the New York County District Attorney’s Office.

Ms. Greene holds a bachelor’s degree from Northwestern University and a juris doctorate from Fordham University School of Law.
           
Jack Gutt has been promoted to senior vice president in the Communications and Outreach Group.  He has been head of the Group since October 2013

Mr. Gutt joined the Bank in September 2009 as an officer in media relations and public affairs.  Prior to joining the New York Fed, he served as managing director at several leading public relations and public affairs firms and was one of the founding partners of Vistance Group LLC.

Mr. Gutt holds degrees in newspaper journalism and political science from Syracuse University.

Melanie L. Heintz has been promoted to senior vice president in the Risk Group.  She had been a vice president since July 2008 and assistant vice president since July 2007 in the same area.

Ms. Heintz transferred from the Federal Reserve Bank of Atlanta in July 1995 as a communications analyst in the Technology Services Group and was named an officer of the Bank in January 2005.

Ms. Heintz holds a bachelor’s degree in English from SUNY Brockport.
           
Kenneth S. Isaacson has been promoted to senior vice president in the Wholesale Product Office of the Executive Office.  He had been a vice president since 2007 and assistant vice president since November 2005 in the same area.

Mr. Isaacson join the Bank in July 1992 as an assistant financial analyst and in June 2000 was named an officer of the Bank assigned to the credit and risk management function. He was promoted to assistant vice president in June 2002 and assigned to the Financial Institution Supervision Group.

Mr. Isaacson holds a bachelor’s degree in economics from Washington University and a master’s degree from Columbia Business School.
           
Joonho J. Lee has been promoted to senior vice president and group information officer for the Financial Institution Supervisory Group. He had been a vice president since January 2010. 

Mr. Lee joined the Bank’s Technology Service Group in June 2000 and was named an officer in June 2003.  Prior to joining the Bank, he served as a manager of external communication and trading system support for TIAA-CREF Financial Services.

Mr. Lee holds a bachelor’s degree in computer engineering from the University of Connecticut, masters degrees  in business administration and computer science from Rensselaer Polytechnic Institute and a J.D. degree from New York Law School.
           
Patricia T. Meadow has been promoted to senior vice president in the Financial Institution Supervision Group, where she joined as a vice president in February2011. 

Prior to joining the Bank, Ms. Meadow was First Deputy Superintendent in the New York State Banking Department where she was responsible for supervisory matters related to large complex financial institutions and regional and community banks.

Ms. Meadow holds a bachelor’s degree in political science from Arcadia University and a master’s degree international relations from Columbia University School of International and Public Affairs.
           
Paul D. Whynott has been promoted to senior vice president in the Financial Institution Supervision Group.  He had been a vice president since January 2006. 

Mr. Whynott joined the Bank in August 1992 as an assistant bank examiner and was named an officer in January 2003.  He was promoted to assistant vice president in January 2004.  He represents the Federal Reserve Bank of New York on the Basel Committee’s Supervision and Implementation Group.

Mr.Whynott holds a bachelor’s degree in economics from Connecticut College and a master’s degree in finance from Columbia University.
           
Nathaniel Wuerffel has been promoted to senior vice president in the market operations monitoring & analysis function of the Markets Group.  He had been a vice president in the same area since July 2010.

Mr. Wuerffel transferred from the Federal Reserve Bank of Chicago in July 2008 as a vice president in the strategic investment and risk assessment office of the Corporate Group. In March 2009, he was assigned to the Term Asset-Backed Securities Loan Facility business unit in the Markets Group.

Mr. Wuerffel holds a bachelor’s degree in political science and humanities from Valparaiso University and a master’s degree in international relations from the University of Chicago.
           
Christopher D. Armstrong has been promoted to vice president in the cash and custody function of the Financial Service Group. He had been an assistant vice president since January 2011.

Mr. Armstrong joined the Bank as an officer and was assigned to the cash and custody function.  Prior to joining the New York Fed, he was an operations manager at Raytheon in Portsmouth, Rhode Island.

Mr. Armstrong holds a bachelor’s degree in mechanical engineering from Virginia Tech and a master’s degree in finance from Bryant University.
           
Suzanne Benvenuto has been promoted to vice president in the group shared services function of the Markets Group.  She had been an assistant vice president in the same area since February 2010.

Ms. Benvenuto joined the Bank in February 1996 as a programmer in the Technology Services Group.  She was assigned to the Strategic Investment and Risk Assessment Office in October 1999 and was named an officer in July 2007.

Ms. Benvenuto holds a bachelor’s degree in information systems and finance and a master’s degree in finance and management, both from New York University.
           
Vic Chakrian has been promoted to vice president in the financial market infrastructure function of the Financial Institution Supervision Group.  He had been an assistant vice president since October 2011.

Mr. Chakrian joined the Bank in September 2004 as a business support specialist in the Markets Group and was named an officer in July 2007 assigned to the Central Bank and International Account Services (CBIAS) function.  In September 2008, he relocated to the Federal Reserve Bank of Richmond to help establish a geographically dispersed split operation for CBIAS and in January 2009 was promoted to assistant vice president.  Mr. Chakrian returned to the New York Fed as a senior advisor to CBIAS co-heads in August 2010.

Mr. Chakrian holds a bachelor’s degree in finance and economics and a master’s degree in financial services, both from St. John’s University.
           
Anthony O. Cirillo has been promoted to vice president in the statistics function of the Research and Statistics Group. He had been an assistant vice president since December 2002 and in the statistics function since December 2008.

Mr. Cirillo joined the Bank in July 1985 as an assistant bank examiner in the Financial Institution Supervision Group and was named an officer in March 1998.

Mr. Cirillo holds a bachelor’s degree in economics from Iona College.
           
Thomas Ferlazzo has been promoted to vice president in the financial markets infrastructure function of the Financial Institution Supervision Group.  He had been an assistant vice president since June 2012.

Mr. Ferlazzo joined the Bank in September 2008 and was assigned to the risk management function.  He was named an officer in July 2011.

Mr. Ferlazzo holds degree in business from the City University of New York and is a Certified Regulatory and Compliance Professional from the FINRA Institute at the Wharton School.
           
Deborah L. Leonard has been promoted to vice president in the market operations monitoring & analysis function of the Markets Group.  She had been an assistant vice president since July 2010 and was named an officer in January 2007

Ms. Leonard joined the Bank in August 1998 as a trader/analyst in the foreign exchange & investment staff.  Since that time, she has held a range of positions in the Markets Group on the trading desk, in the central bank and international account services function, and with the Term Asset-Backed Securities Loan Facility business unit.  From October 2010 to March 2012, Ms. Leonard was seconded to the Board of Governors of the Federal Reserve System’s Division of Monetary Affairs.

Ms. Leonard holds a bachelor’s degree in political science from Duke University and a master’s degree in international economics from the John Hopkins University’s School for Advanced International Studies.
           
Amelia Moncayo has been promoted to vice president in the Central Bank and International Account Services staff unit of the Markets Group.  She had been an assistant vice president since January 2011.

Ms. Moncayo joined the Bank in September 2001 as a trader/analyst in the foreign exchange and investments department and was named an officer in January 2009 in the account relations and services department.

Ms. Moncayo holds a bachelor’s degree in foreign service from Georgetown University, a masters’ degrees in international affairs and business administration, both from Columbia University.
           
Wendy Ng has been promoted to vice president in the complex financial institution function of the Financial Institution Supervision Group.  She had been an assistant vice president since January 2010.

Ms. Ng joined the Bank in April 1992 as an assistant bank examiner in international banking and was named an officer in July 2008.

Ms. Ng holds a bachelor’s degree in accounting from Bernard Baruch College and a graduate from Graduate School of Banking at the University of Wisconsin.
           
Annmarie Rowe-Straker has been promoted to vice president in Central Bank and International Account services function of the Markets Group.

Ms. Rowe-Straker joined the Bank in November 1991 as an analyst in the foreign exchange department and was named an officer in June 2001. In April 2005, she joined the Risk Function of Bank Supervision and in June 2007 returned to the Markets Group as manager of the Portfolio Design and Management department. Ms. Rowe-Straker was promoted to assistant vice president in June 2008.  In September 2009, Ms. Rowe-Straker was named director for the discount window and representative for the New York Fed on the Federal Reserve System Credit Risk Management group.

Ms. Rowe-Straker holds a bachelor’s degree in finance with a minor in mathematics, and a master’s degree in financial management, both from Pace University.

Paul Sans has been promoted to vice president in the Technology Services Group.  He had been an assistant vice president since July 2011.
Mr. Sans joined the Bank in October 2004 as a software engineer in the operating systems support department and was named and officer in January 2010.  He is also the managing officer for several National IT Services.

Argia M. Sbordone has been promoted to vice president in the macroeconomic and monetary studies of the Research and Statistics Group.  She had been an assistant vice president since January 2009.

Ms. Sbordone joined the Bank in August 2004 as an economist assigned to the domestic research function and was named an officer in January 2007.  Prior to joining the New York Fed, Ms. Sbordone taught at Princeton University and Rutgers University.
           
Ms. Sbordone holds a master’s degree in econometrics and mathematical economics from the London School of Economics and a Ph.D in economics from the University of Chicago.
           
Karen Schneck has been promoted to vice president in the risk function of the Financial Institution Supervision Group.  She had been an assistant vice president since January 2011.
           
Ms. Schneck joined the Bank in September 1997 as a financial analyst in financial exams function and in July 2008 she was named an officer assigned to the risk management function. 

Ms. Schneck holds a bachelor’s degree in mathematics and computer science from Touro College and a master’s degree in financial engineering from NYU Polytechnic School of Engineering.

Steven B. Schoen has been promoted to vice president in the collateral credit risk management function of the Risk Group. He had been an assistant vice president since January 2012.

Mr. Schoen joined the Bank as an officer in January 2010, after serving as a consultant during 2009.  Prior to joining the New York Fed, he was a senior vice president in the Capital Markets Group of General Electric Capital Corporation.

Mr. Schoen holds a bachelor’s degree in international economics from the University of Michigan and a master’s degree in finance from New York University.

Daniel Sullivan has been promoted to vice president in the complex financial institution function of the Financial Institution Supervision Group.  He had been an assistant vice president since January 2011.

Mr. Sullivan joined the Bank in October 1997 as a bank examiner and was named an officer in July 2009.  Prior to joining the New York Fed, he was a government and corporate bond trader.

Mr. Sullivan holds a master’s degree from the University of Connecticut, CFA and FRM designations and is a commissioned bank examiner.

Colin Wynd has been promoted to vice president in the application development function of the Technology Services Group, where he joined as an assistant vice president in December 2010.

Prior to joining the Bank, he was a partner with the Technology Resolution Group, a small boutique consulting company based in New Jersey.

Mr. Wynd holds a bachelor’s degree in computer science from the University of Glasgow.
