NEW YORK—The Federal Reserve Bank of New York recently announced the promotion of 18 assistant vice presidents to vice president and ten vice presidents to senior vice president.
The following people have been promoted to senior vice president:
Robert Beyer has been promoted to senior vice president in the business and finance partners function of the Corporate Group.
Mr. Beyer joined the Bank in March 2009 as vice president of the corporate accounting function. He transferred to the business finance partners function in September 2012 and gradually expanded his responsibilities in various groups around the Bank.
Mr. Beyer holds a bachelor of science in accounting from Montclair State University.
Thomas Reilly has been promoted to senior vice president of the real estate function in the Corporate Group.
Mr. Reilly joined the Bank in March 1995 as a facilities engineer and project manager in the building services function. In 2003, he was appointed an officer of the Bank and led the financial management team for the real estate and general services function. He was promoted to assistant vice president in July 2005 and vice president in January 2008 of the real estate function.
Mr. Reilly holds a bachelor of engineering in electrical engineering from Manhattan College and a master of business administration in finance management from Pace University. He is also a member of CoreNet and holds a master of corporate real estate and senior leader of corporate real estate certifications.
Christopher Burke has been promoted to senior vice president of the Fedwire Securities Service in the Wholesale Product Office of the Financial Services Group.
Mr. Burke joined the Bank in 1989, and held a variety of operations and project management positions around the Bank. He joined the Markets Group in 1998, where he led the effort to consolidate and replace the Group’s various trade processing systems. He was appointed an officer of the Bank in 2000 and head of the domestic money markets desk in 2005. He was promoted to assistant vice president in 2006 and appointed vice president and director of domestic money markets and reserves management in December 2008. Mr. Burke joined the Wholesale Product Office as the head of the Fedwire Securities Service in 2014.
Mr. Burke holds a bachelor of arts in economics and computer science from Colgate University and a master of business administration in finance from Columbia University. He is also a graduate of the American Bankers Association Stonier Graduate School of Banking at Georgetown University.
Cristina Juvier has been promoted to senior vice president in the Human Resources Group.
Ms. Juvier joined the Bank in 2015 as head of the human resources business partners function whereby she leads a team of human resources business partners in providing advice and counsel to business areas through strategic human resources policies and practices.
Prior to joining the Bank, Ms. Juvier was head of the learning and organizational effectiveness at Cablevision. She also led both human resources and legal functions in the international offices of AIG.
Ms. Juvier holds a bachelor of arts degree in rhetoric from University of California Berkeley and a JD from University of Houston Law Center.
Matthew Wagner has been promoted to senior vice president in the Human Resources Group.
Mr. Wagner joined the Bank in 2011 from the Federal Reserve Bank of Kansas City where he worked in a variety of roles in human resources, accounting, and information technology. Since then, Mr. Wagner’s scope of responsibilities has broadened to include compensation, benefits, payroll, employee services, contingent workforce, human resources communications, health and wellness, human resources technology and human resources analytics. He was promoted to vice president in January 2013.
Mr. Wagner holds a bachelor’s degree in aeronautics from Kansas State University and a master’s degree in business administration from Baker University.
Greg Cavanagh has been promoted to associate general counsel and senior vice president in the Legal Group.
Mr. Cavanagh joined the Bank in October 2004 as an attorney in the financial services, technology, and contracts division of the legal department. In January 2007, he was appointed an officer of the Bank with the title of counsel. He was promoted to assistant vice president in July 2008 and to vice president in January 2012. His principal responsibility is to support a wide array of the Bank’s financial-services operations, including the Wholesale Product Office.
Prior to joining the Bank, Mr. Cavanagh was an associate at White & Case LLP in New York, where he worked in the firm’s banking and securities practices.
Mr. Cavanagh holds a bachelor of arts in international relations from the University of Minnesota and a JD from Columbia University School of Law.
Sean O’Malley has been promoted to senior vice president in the enforcement, litigation, police, investigation, and corporate affairs function in the Legal Group.
Mr. O’Malley joined the Bank in February 1999 as a special investigator in the Legal Group and was promoted to various positions within the enforcement unit. He was appointed an officer of the Bank in January 2005 and worked on high profile enforcement actions in conjunction with supervision and other areas of the bank. Mr. O’Malley was promoted to assistant vice president in January 2008 and vice president in January 2011.
Prior to joining the Bank, he worked as a managing director in a large private investigative firm specializing in corporate investigations, and in New York State’s Office of the Special Prosecutor.
Mr. O’Malley holds a bachelor of science in accounting from the Long Island University – Post Center. He is also a certified fraud examiner and a certified public accountant.
João Santos has been promoted to senior vice president in the financial intermediation function of the Research and Statistics Group.
Dr. Santos joined the Bank in May 2000 as an economist and progressed through positions of increasing responsibility in the group. He is currently the head of the financial intermediation function and his fields of interest include financial systems design, banking, banking regulation and corporate finance. His articles have been published in various academic journals including the Journal of Finance, Review of Financial Studies, Journal of Financial Economics, and Journal of Monetary Economics to name a few. He is also an associate editor of various academic journals including the Journal of Money Credit and Banking, and the Journal of Financial Intermediation.
Prior to joining the Bank, Dr. Santos worked at the Bank for International Settlements and the Federal Reserve Bank of Cleveland.
Dr. Santos holds a master’s and doctoral degrees in economics from Boston University.
Vandana Sharma has been promoted to senior vice president in the large institution supervision coordinating committee function in the Supervision Group. She also currently serves as a senior supervisory officer in the Group.
Ms. Sharma joined the Bank in 2013 as a deputy supervisory officer where she managed a team of specialist examiners and technical experts tasked with the supervision of a large systemically significant bank. As part of these responsibilities, she led some of the Federal Reserve System’s supervisory efforts to evaluate the largest U.S. banks’ stress testing and integrated risk management.
Prior to joining the Bank, Ms. Sharma worked at Standard & Poor’s focusing on insurance, banking and structured products.
Ms. Sharma holds a master of business administration from the Johnson School at Cornell University and a bachelor of science degree in commerce from the McIntire School of Commerce at the University of Virginia.
Jean Stoloff has been promoted to senior vice president in the client engagement function of the Technology Group.
Ms. Stoloff joined the Bank in 1985 and held various positions in the solutions delivery function of the Group focusing on development of core banking and analytical systems. Prior to working in client engagement, she worked in the program management office on payments solutions. She was promoted to vice president in January 2011.
Ms. Stoloff holds a bachelor’s degree in computer science from Seton Hall University.
The following people have been promoted to vice president:
Tony McGuirk has been promoted to vice president of currency services in the Financial Services Group.
Mr. McGuirk joined the Bank in April 2014 as an officer managing the high speed currency processing operation. His responsibilities later expanded to include the paying and receiving function, giving him oversight of the entire currency services operation. He has participated in Federal Reserve System projects to procure the next generation currency processing equipment. He was promoted to assistant vice president in January 2016.
Prior to joining the Bank, he worked in the pharmaceutical industry managing manufacturing operations for various drug companies.
Mr. McGuirk holds a bachelor science degree in analytical chemistry from Dublin City University.
Meghann Donahue has been promoted to vice president and associate general counsel in the Legal Group.
Ms. Donahue joined the Bank in May 2011 as an attorney in the enforcement, litigation, and investigations division of the Legal Group. She was appointed an officer of the Bank in July 2013 and promoted to assistant vice president in July 2015. Ms. Donahue advises on a variety of litigation and regulatory oversight matters and provides guidance to bank supervisors on enforcement and other supervisory actions for financial institutions across supervisory portfolios.
Prior to joining the Bank, she was a law clerk to the Hon. Robert D. Sack, United States Court of Appeals for the Second Circuit, and the Hon. Jed S. Rakoff, United States District Court, Southern District of New York.
Ms. Donahue holds a bachelor’s degree from Boston College and a JD from Columbia University School of Law.
Katherine Landy has been promoted to vice president and associate general counsel in the Legal Group.
Ms. Landy joined the Bank in September 2010 as an attorney in the enforcement, litigation, and investigations division of the Legal Group. She was appointed an officer of the Bank in July 2012 and promoted to assistant vice president in July 2014. Ms. Landy advises on a variety of litigation and regulatory oversight matters and provides guidance to bank supervisors on enforcement and other supervisory actions for financial institutions across supervisory portfolios.
Ms. Landy holds a bachelor of arts in political science from Haverford College and a JD from the New York University School of Law.
Gerald McCrink has been promoted to vice president in the group shared services function of the Markets Group. He also currently serves as the System Open Markets Account (SOMA) principal accounting officer.
Mr. McCrink joined the Bank in October 2010 as a financial accountant in the Special Investments Management Group and was promoted to an officer of the Bank in July 2012.
He transferred to the Markets Group and was promoted to assistant vice president in July 2014 with management responsibility for the financial accounting, control and reporting of the SOMA.
Mr. McCrink holds a bachelor’s degree in business and a master of business administration from the State University of New York at Buffalo.
Michael McMorrow has been promoted to vice president in the markets operations, monitoring and analysis function of the Markets Group
Mr. McMorrow joined the Bank in June 2007 as part of the analytical development staff. He subsequently held staff and managerial roles in the cross-market monitoring, treasury markets, mortgage markets, and international markets directorates. He was seconded to the Bank of England for a year as a portfolio manager on their reserves management team. He was named an officer of the Bank in December 2012 and promoted to assistant vice president in December 2014.
Prior to joining the Bank, Mr. McMorrow was a research analyst at Macroeconomic Advisers in Washington, D.C.
Mr. McMorrow holds a bachelor’s degree from the University of Notre Dame and a master’s degree from the University of California, San Diego.
Alexandra Merle-Huet has been promoted to vice president in the Markets Group. She also currently serves as the chief of staff to the head of the Markets Group.
Ms. Merle-Huet joined the Bank in August 2004 as an analyst in the Supervision Group. In 2007, she joined the Executive Office as deputy chief of staff to the President.
In 2008, Ms. Merle-Huet worked in the specially formed Special Investments Management Group, which was responsible for overseeing the Bank’s financial stability efforts. She managed the Term-Asset Backed Securities Loan Facility (TALF) portfolio, and a portfolio of residential whole loans in the Maiden Lane LLC. She was also the Group’s senior administrative officer. In 2013, she transferred to payments policy, focusing on payments and market infrastructure policy.
Ms. Merle-Huet holds a bachelor’s degree from Georgetown University and masters of international affairs with concentration in international finance and business from Columbia University’s School of International and Public Affairs.
Matthew Nemeth has been promoted to vice president in the central bank and international account services function of the Markets Group. He also currently serves as the function’s director of customer account services.
Mr. Nemeth joined the Bank in June 2002 as an economic analyst in the Emerging Markets and International Affairs Group, focusing on macroeconomic issues in Latin America. He was re-employed in March 2009 as a manager in the central bank and international account services function. He was appointed an officer of the Bank in 2012 and promoted to assistant vice president in 2014.
Mr. Nemeth holds a bachelor’s and masters of arts degrees from the Johns Hopkins University School of Arts and Sciences and School of Advanced International Studies, respectively, and a masters of business administration degree from Columbia University’s Business School.
Nicola Cetorelli has been promoted to vice president in the financial intermediation function of the Research and Statistics Group.
Mr. Cetorelli joined the Bank in 2004 as a senior economist. He was appointed an officer at the Bank in 2012 and promoted to assistant vice president in 2013. His research has focused on the industrial organization and the corporate finance characteristics of the banking industry and the relationships with real economic activity. He recently worked on themes of international banking and on the evolution of financial intermediation. He also represents the Bank in various working groups within the Financial Stability Board.
Prior to joining the Bank, he was a senior economist at the Federal Reserve Bank of Chicago.
Mr. Cetorelli holds a bachelor’s degree from the University of Rome, Italy, and a master’s degree and Ph.D. in economics from Brown University.
Rita Csejtey has been promoted to vice president in the Risk Group, where she currently serves as head of the financial risk oversight function.
Ms. Csejtey joined the Bank in 2008 as a senior advisor in the Supervision Group’s credit risk department before transferring to the Risk Group in 2010. She was appointed an officer of the Bank in January 2012 and promoted to assistant vice president in January 2014.
Prior to joining the Bank she held various positions in the financial industry, focusing on transaction structuring and credit analysis.
Ms. Csejtey holds a master of business administration from the University of Chicago Booth School of Business with a concentration in finance, a master of international affairs from the Columbia University School of International and Public Affairs, and a bachelor of arts from the University of Pennsylvania.
Marilyn Arbuthnott has been promoted to vice president in the large and foreign banking organizations (LFBO) function of the Supervision Group.
Ms. Arbuthnott joined the Bank in 2000 as a risk examiner in the market and liquidity risk function of the Supervision Group and held various positions in the group, as well as in the Risk Group. She was promoted to assistant vice president in 2012.
She currently serves as the head of the large foreign bank department in the LFBO function, which is responsible for the development and execution of an effective continuous risk-focused supervisory program for large domestic and international financial institutions within the Bank’s district.
Prior to joining the Bank in 2000, Ms. Arbuthnott worked as a treasury management specialist at the New York office of a large Swedish bank.
Ms. Arbuthnott holds a bachelor’s degree in government and foreign languages from New York University and has completed several graduate level programs in international economics and finance.
Eric Caban has been promoted to vice president in the regional community and foreign banking function of the Supervision Group.
Mr. Caban joined the Bank in August 2009 as an assistant bank examiner in the Supervision Group and progressed through positions of increasing responsibility in the group. He is the co-chair of the Foreign Banking Organization (FBO) subcommittee responsible for the implementation and application of the supervision program for FBOs with consolidated U.S. assets less than $50 billion across the Federal Reserve System. He was promoted to assistant vice president in 2011.
Prior to this, Mr. Caban was responsible for assessing Basel II implementation at complex financial institutions. He also led the Federal Reserve’s efforts in stress testing operational risk for the Comprehensive Capital Analysis and Review (CCAR).
Mr. Caban holds a bachelor of science degree in finance and international business from New York University and a master of business administration in finance and entrepreneurship from Columbia University.
Steven Mirsky has been promoted to vice president in the large institution supervision coordinating committee (LISCC) function of the Supervision Group.
Mr. Mirsky joined the Bank in August 2001 as an analyst in the banking trends function of the Supervision Group. He progressed through various roles in the Supervision Group, including team leader of the counterparty credit risk examination and analysis team, and deputy supervision officer in charge of supervising a LISCC firm. Mr. Mirsky was appointed an officer of the Bank in 2010.
Prior to joining the Bank, Mr. Mirsky held positions at US Trust Company of New York and Scudder Stevens and Clark.
Mr. Mirsky holds a bachelor of arts in economics from Washington University in St. Louis and a master of business administration from Columbia University School of Business.
Glen Reppy has been promoted to vice president in the large institution supervision coordinating committee (LISCC) function of the Supervision Group.
Mr. Reppy joined the Bank in December 1984 as a deposit reports specialist in the statistics function. He joined the domestic bank examinations department in the Supervision Group in February 1988. After holding numerous positions within the Supervision Group he was promoted to supervising examiner in December 1998. Mr. Reppy was named an officer of the Bank in December 2009 and promoted to assistant vice president in December 2013.
Mr. Reppy holds a bachelor of science degree in business administration from Monmouth University.
Johanna Schwab has been promoted to vice president in the financial market infrastructure function of the Supervision Group. She currently serves as the head of the risk and analytics department of the function.
Ms. Schwab joined the Bank in August 2009 as a senior bank examiner in the over-the-counter derivatives market infrastructure team in the Supervision Group. She assumed leadership of the team and was subsequently appointed an officer of the Bank in 2012. She then headed the derivatives clearance and settlement department within the financial market infrastructure function and was promoted to an assistant vice president in 2015. Ms. Schwab has represented the Bank on a variety of global policy coordination efforts focused on derivatives and clearing matters. She is a member of the Bank’s FinTech Steering Committee.
Prior to joining the Bank, Ms. Schwab was global head of trading infrastructure for the International Swaps and Derivatives Association based in New York and London.
Ms. Schwab holds a bachelor of arts degree from Haverford College in Pennsylvania.
Emily Yang has been promoted to vice president in the supervisory policy and strategy function of the Supervision Group.
Ms. Yang joined the Bank in 2005 as a policy analyst in the financial sector policy and analysis function of the Supervision Group. She was appointed an officer of the Bank in July 2011 and promoted to assistant vice president in January 2014. Her responsibilities include the implementation of U.S. regulatory capital requirements, Comprehensive Capital Analysis and Review (CCAR) program and the Volcker rule. Ms. Yang has represented the Bank at several Basel Committee on Banking Supervision working groups and contributed to the development of various international policy issues.
Prior to joining the Bank, Ms. Yang worked in the market risk department of the Royal Bank of Canada.
Ms. Yang holds a bachelor’s degree in accounting from Baruch College, and a master of business administration in finance from the Stern School of Business at New York University. She is also a Certified Public Accountant.
Stephen Cospolich has been promoted to vice president of cybersecurity in the Technology Group.
Mr. Cospolich joined the Bank in November 2014 as a senior information security manager. He was promoted to various positions within the cybersecurity unit and was appointed an officer in July 2015 and an assistant vice president in September 2016. He currently serves as the managing officer for the Federal Reserve System’s National Incident Response Team.
Prior to joining the Bank, Stephen worked as an internal auditor and cybersecurity professional at the Federal Reserve Bank of Dallas where he was promoted to various positions within the cybersecurity function.
Mr. Cospolich holds a bachelor's degree in information systems and decision sciences from Louisiana State University and maintains several certifications, including Certified Information Systems Security Professional (CISSP), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), and Project Management Professional (PMP).
Robert Goodman has been promoted to vice president in the enterprise architecture and design function of the Technology Group.
Mr. Goodman joined the Bank in August 1988 as a systems analyst. He has held various technology roles with increasing scope and responsibility in the Group, and most recently in the delivery of architecture and design services. Mr. Goodman led the Federal Reserve System technology strategic initiative to successfully adopt an Enterprise Reference Architecture. He was appointed an officer of the Bank in January 2006, and assistant vice president in July 2010.
Prior to joining the bank, Mr. Goodman worked as a programmer at Brookdale Hospital Medical Center, and New York-Presbyterian Brooklyn Methodist Hospital (formerly New York Methodist Hospital).
Mr. Goodman holds a bachelor of science in business management and finance, and a master of science in management information systems from Brooklyn College, City University of New York. He is also a graduate of the American Bankers Association Stonier Graduate School of Banking at Georgetown University.
John Mosquera has been promoted to vice president in the governance function of the Technology Group.
Mr. Mosquera joined the Bank in September 2010 as a staff director and was assigned to the service management function of the Technology Group. He was appointed an officer of the Bank in March 2011 and expanded his role to end user services management. In January 2014, he transferred to governance and took on new responsibilities in strategy, resource and performance management. He was promoted to assistant vice president in February 2014.
Prior to joining the Bank, Mr. Mosquera worked for General Motors, Morgan Stanley, Limited LTD and Christie’s Auction House.
Mr. Mosquera holds a bachelor’s degree in speech and communications from St. John’s University and various accreditations from Microsoft, ITIL & Six Sigma.
