NEW YORK—The Federal Reserve Bank of New York announced that its board of directors has approved the promotion of 12 assistant vice presidents to vice president and five vice presidents to senior vice president.
The following people have been promoted to senior vice president:
Denise Schmedes has been promoted to senior vice president in the complex financial institution function of the Financial Institution Supervision Group.
Ms. Schmedes joined the Bank in October 1994 as a reports analyst and was promoted to various positions within the credit and risk management function. She joined the Bank Supervision Group in February 2001, where she was appointed an officer of the Bank. She then joined the operational risk department in July 2005.
Ms. Schmedes transferred to the Wholesale Product Office in December 2006 with responsibility for the Federal Reserve’s Fedwire® Securities Service. She was promoted to assistant vice president in January 2007 and vice president in July 2009. Ms. Schmedes transferred back to the supervision group in July 2011 to lead the securities clearance and settlement department in the financial market infrastructure function. Within this role, Ms. Schmedes contributed to the Federal Reserve’s efforts to reform the tri-party repo market infrastructure. In December 2014, Ms. Schmedes transferred to her current role leading the team responsible for supervision of a complex financial institution.
Ms. Schmedes holds a bachelor of science in business administration from Trenton State College and a master of business administration in finance from New York University.
James Bergin has been promoted to senior vice president in the Legal Group. He also currently serves as special advisor to the executive vice president of Legal.
Mr. Bergin joined the Bank in January 2005 as a senior attorney in the Legal Department. Prior to joining the Bank, he worked for White & Case LLP as an associate. In January 2007, he was appointed an officer of the Bank with the title of counsel. Mr. Bergin served as head of the legal & compliance risk department in the Financial Institution Supervision Group. In January 2012, he was appointed chief of staff to the president of the Bank, a position he held until December 2015.
Mr. Bergin holds a bachelor’s degree in history and English from Rutgers University and a JD from Harvard Law School.
Angela O’Connor has been promoted to senior vice president in the market operations, monitoring and analysis function of the Markets Group, where she serves as the managing director for the Chicago based operations office.
Ms. O’Connor joined the Bank in August 1998 as an economic analyst in the banking trends department. She was appointed an officer of the Bank in January 2005 and has held various positions within the Markets Group over the years. Ms. O’Connor has led a number of analytical and operations teams and implemented several policy facilities including the MBS purchase program. She was promoted to assistant vice president in January 2008 and vice president in 2010. In 2011 she was appointed to represent the Federal Reserve at the Bank for International Settlements.
Ms. O’Connor holds a bachelor of arts in economics and international relations from Scripps College and masters of international affairs from Columbia University.
Linda Goldberg has been promoted to senior vice president in the Integrated Policy Analysis Group.
Ms. Goldberg’s main areas of expertise are in global banking, international capital flows, international macroeconomics and the international roles of currencies. She currently serves as head of the global economic analysis department in the Integrated Policy Analysis Group. She is also the director of the Center for Global Banking Studies at the Bank, the co-chair of the International Banking Research Network (IBRN), chair of the Council on Global Economic Imbalances of the World Economic Forum, BIS Central Bank Research Fellow, a research associate of the NBER, and has participated in international working groups related to international banking.
Ms. Goldberg joined the Bank in September 1995 as a senior economist in the international macroeconomics department. Prior to joining the Bank, she was a professor of economics at New York University and the University of Pennsylvania.
Ms. Goldberg holds a bachelor of arts in mathematics and economics from Queens College, and a masters and Ph.D. both in economics from Princeton University.
Antoine Martin has been promoted to senior vice president in the money and payments studies function of the Research and Statistics Group.
Mr. Martin worked for four years at the Federal Reserve Bank of Kansas City as an economist, in the research department. He transferred to the Bank in April 2005, and was assigned to the payments studies function. He was promoted to senior economist in October 2005. Mr. Martin was appointed a research officer in January 2008. He was promoted to assistant vice president in July 2010 and vice president in 2013.
Mr. Martin holds a bachelor’s and master’s degree in economics from the University of Lausanne, Switzerland and a Ph.D. in economics from the University of Minnesota.
The following people have been promoted to vice president:
Sarah Bell has been promoted to vice president in the Executive Office, where she serves as the chief of staff to the Bank President.
Ms. Bell joined the Bank in 2003 as an examiner in the Bank Supervision Group and later worked on several crisis-related projects, including the setup of the Maiden Lane LLC and management of the Commercial Paper Funding Facility. She subsequently worked as deputy director for the Office of Financial Stability and Regulatory Policy. Ms. Bell recently returned to the Bank after a two-year secondment at the Basel Committee for Banking Supervision where she worked primarily on liquidity issues.
Ms. Bell holds a bachelor’s degree from Princeton University and a master’s degree in public policy from the Harvard Kennedy School of Government.
Sandra Lee has been promoted to vice president in the policy and financial services strategy function of the Executive Office.
Ms. Lee joined the Bank in March 2008 as a senior attorney in the Bank Supervision and Markets function in the Legal department. Prior to joining the Bank, she was a corporate attorney at Simpson Thacher and Bartlett LLP and Patterson Belknap Webb and Tyler LLP. In July 2009, Ms. Lee was appointed an officer of the Bank with the title of counsel. From 2010 to 2012, she worked at the U.S. Treasury Department where she served on the staff of the Financial Stability Oversight Council and as senior advisor to Under Secretary of Domestic Finance. In January 2013, Ms. Lee was promoted to assistant vice president at the Bank and later joined in the Executive Office as deputy director of the Office of Financial Stability and Regulatory Policy. She was named director of the Policy and Financial Services Strategy function in the Executive Office in January 2015.
Ms. Lee holds a bachelor’s degree in history from Yale University and a JD from New York University School of Law.
Dina Maher has been promoted to vice president in the enterprise risk supervision function of the Financial Institution Supervision Group.
Ms. Maher joined the Bank in December 2010 as an examining officer and assigned to supervisory and regulatory policy, financial sector policy and analysis function. Ms. Maher was previously employed as a senior director and head of accounting research & policy at Fitch Ratings, Inc.
Ms. Maher, a certified public accountant, holds a bachelor of arts in economics from Colgate University, and a master of science in accounting from New York University.
Brian O’Halloran has been promoted to vice president in the enterprise risk supervision function of the Financial Institution Supervision Group.
Mr. O’Halloran joined the Bank in June 2002 as an analyst in the financial sector policy and analysis function. He was promoted to senior financial analyst in 2006, and assigned to the relationship management function later that year. He spent time on secondment in Switzerland with the Swiss Financial Market Supervisory Authority in 2008. He was appointed an officer of the Bank in 2011 and assistant vice president in 2013. He currently manages a team responsible for the development and execution of the market risk supervisory program across the portfolio of large complex financial institutions.
Mr. O’Halloran holds a bachelor’s degree in mathematics/economics from Lafayette College and masters of business administration in finance from New York University.
Eileen Goodman has been promoted to vice president in the cash and custody function of the Financial Services Group, where she manages global currency services and the gold vault.
Ms. Goodman joined the Bank in August 1986 as an analyst in the check function. She held a variety of positions of increasing responsibility in the check business until transferring to the cash administration department as staff director in September of 2005. She was appointed officer of the Bank in January 2008. In November 2009, she joined the paying and receiving division and was promoted to assistant vice president in January 2010. In December of 2010 she became the senior administrative officer for the Financial Services Group. In December of 2011, she was reassigned as the head of the international cash department and cash customer service staff.
Ms. Goodman holds a bachelor’s degree in economics from Rutgers University.
Michael Holscher has been promoted to vice president in the core analysis function of the Integrated Policy Analysis Group.
Mr. Holscher joined the Bank in August 2004 as a bank examiner and was later reassigned to the financial sector policy and analysis function. He transferred to the markets function in April 2006, where he held a variety of market analysis and management positions. Mr. Holscher was appointed an officer of the Bank in January 2011. He transferred to the cross-firm perspectives and analytics function in the Financial Institution Supervision Group in July 2012, and joined the Integrated Policy and Analysis Group in January 2015.
Mr. Holscher holds bachelor’s degrees in Chinese and international relations from the University of Wisconsin and a master’s degree from the Johns Hopkins University School of Advanced International Studies.
Shawn Phillips has been promoted to vice president in the Legal Group.
Ms. Phillips joined the Bank in February 2007 as an attorney in the Legal department assigned to corporate affairs. Prior to joining the Bank, she worked as an agency attorney for the New York City Fire Department and as an associate at two New York City law firms. In January 2009, she was appointed an officer of the Bank with the title of Counsel within the same function.
Ms. Phillips holds a bachelor of arts in History and a JD, both from the University of Michigan.
Kathryn Chen has been promoted to vice president in the market operations, monitoring and analysis function of the Markets Group, where she serves as director of the cross-portfolio policy and analysis directorate.
Ms. Chen joined the Bank in August 1999 as a trader/analyst in the markets department. She progressed through the trader/analyst job family in roles in the foreign exchange and treasury market areas. In July 2006, she was appointed an officer of the Bank, and in October 2006, she transferred to the market and liquidity risk department, risk management function in the Bank Supervision group. She was promoted to assistant vice president in July 2008, before returning to the Markets Group in 2009.
Ms. Chen holds a bachelor’s in international studies from the Johns Hopkins University and a masters of business administration in finance from New York University.
Michelle Ezer has been promoted to vice president in the Markets Group where she serves as director of mortgage markets.
Ms. Ezer joined the Bank in June 2005 as a trader/analyst in the cross market monitoring program. Since then, she has held a number of positions on the open market trading desk of the New York Fed. Her prior role was manager of the portfolio analytics team. She was appointed an officer of the Bank in July 2011 and promoted to assistant vice president in January 2013.
Ms. Ezer holds a bachelor of science in policy analysis and management from Cornell University and a master’s of science in finance and economics from the London School of Economics and Political Science.
Kevin Krueger has been promoted to vice president in the Markets Group.
Mr. Krueger joined the Bank in November 2006 as a senior auditor through the leadership exchange program at the Federal Reserve Bank of Atlanta. He was appointed an audit officer in July 2010. Mr. Krueger was assigned to the chief of staff’s office as deputy chief of staff for operations in January 2011, and in January 2012, he assumed the role of senior administrative officer in the Financial Services Group. Mr. Krueger was promoted to assistant vice president in January 2013. In June 2014, he became the director of operational risk management in the Markets Group.
Prior to joining the Bank, Mr. Krueger was a credit manager and regional compliance specialist at Wells Fargo Financial.
Mr. Krueger holds a bachelor’s in speech communications and business administration from St. Cloud State University.
Matthew Raskin has been promoted to vice president in the market operations, monitoring and analysis function of the Markets Group.
Mr. Raskin joined the Bank in September 2007 and has held a variety of analytical and managerial positions since, including a one year rotation in the division of monetary affairs at the Board of Governors. Currently, Mr. Raskin serves as director of cross-market monitoring and analysis directorate in the Markets Group. In this role, he oversees the open market trading desk’s monitoring of global financial markets and the production of market briefings for staff throughout the Federal Reserve System. He also supervises staff responsible for the development of quantitative models to analyze markets and desk operations, and for analysis of U.S. monetary policy expectations, credit, equity and commodities markets.
Mr. Raskin holds a bachelor’s degree in economics from the University of Virginia, and a master’s degree and Ph.D. in economics from Johns Hopkins University.
Joseph Leonard has been promoted to vice president in the technology, engineering and computing services function in the Technology Services Group.
Mr. Leonard joined the Bank in February 2006 as a senior analyst in the National Incident Response Team, and was named officer in January 2012 in the Technology Services Group. He was promoted to assistant vice president in July 2013. He currently serves as the managing officer of the Federal Reserve’s National Incident Response Team.
Mr. Leonard holds a bachelor’s degree in economics from Drew University and a master’s degree in information systems from Stevens Institute of Technology.
